This speaker will discuss legislative and regulatory policy issues such as the Employee Free Choice Act, free trade agreements, the stimulus package, climate change, and energy...all of which will have an impact on our mission to store and distribute goods.

Lowell Randel - Director of Government Affairs
Global Cold Chain Alliance

Lowell Randel currently serves as the Director of Government Affairs for the Global Cold Chain Alliance. In this capacity, he is responsible for advancing the industry's interests with Congress, the Administration and, when appropriate, state government. He works closely with GCCA's core partners and members to identify key issues of interest to the industry and communicate priorities to decision makers across government. Prior to joining GCCA, Lowell served as the Deputy Assistant Secretary for Congressional Relations at the United States Department of Agriculture (USDA). While in this role, Lowell worked closely with the Secretary of Agriculture and across all USDA agencies to coordinate legislative policy and functioned as a primary contact between the Department and Congress. He was responsible for the development and implementation of the Department's legislative strategy pertaining to the 2007 and 2008 Farm Bill as well as playing a key role in the implementation of the bill after its passage. While at USDA, Lowell also held the position of Director of Legislative and Intergovernmental Affairs for the Research, Education and Economics Mission Area of USDA. In this capacity, Lowell helped develop the Department's research and education policy agenda and advance it with Congress and external stakeholders. In addition to his public service, Lowell has extensive government affairs experience in the private sector. Prior to joining USDA, Lowell was Senior Associate for Meyers and Associates, a Washington based government relations firm. While at Meyers and Associates, Lowell focused on agriculture and science policy and assisted clients in working with Congress and the Administration. He also held the position of Assistant Legislative Director for AESOP Enterprises, an agriculture focused government relations firm in Washington. Lowell also has experience working in state government. He held the position of Coordinator of Trade and Federal Issues for the Texas Department of Agriculture (TDA). While at TDA he worked closely with Congress, state and federal agencies and the Texas state legislature. Lowell holds a Bachelor's degree in agricultural economics and Master's degree in agricultural development, both from Texas A&M University. He also holds a law degree from George Mason University School of Law.
